Abstract

This paper asks whether network analysis in international relations can be developed beyond its conventional role as a methodological toolkit into a substantive relational theory of international politics. Its central premise is that international outcomes are shaped not only by actors’ internal characteristics or aggregate capabilities, but by the positions they occupy within overlapping military, economic, institutional, technological, financial, and ideational networks.

The paper distinguishes between network ontology, network theory, and network analysis, and argues that the theoretical contribution emerges when relational structures are connected to identifiable political mechanisms. It develops a middle-range framework centred on how network position converts resources into influence, creates asymmetric dependence and vulnerability, shapes the transmission of shocks and ideas, and generates emergent structures through repeated interaction and feedback.

Rather than claiming that network theory should replace existing approaches to international relations, the paper proposes it as a complementary explanatory framework. Its broader aim is to move from simply measuring centrality, brokerage, density, or clustering toward explaining when and why those relational properties produce politically consequential outcomes.

Key Argument

Capabilities do not translate into political effects independently of relationships. Their strategic value depends partly on where actors sit, what flows through their connections, what alternatives exist, and which relational mechanisms those positions activate.

What This Paper Contributes

The paper attempts to specify what would be required for a genuinely network-theoretical explanation in international relations. Rather than treating centrality or other network measures as self-explanatory variables, it links actors and attributes, ties and their substantive content, structural positions, relational mechanisms, and political outcomes within one explanatory architecture.

It also treats network theory explicitly as a middle-range theory: useful where actors are meaningfully interdependent and network positions structure access, alternatives, dependence, or transmission, but not as a universal explanation of international politics.

The original paper therefore concludes with a six-step strategy for operationalization: define the political outcome and the relational system, identify the relevant position, specify the mechanism and scope conditions, and determine which empirical observations can support or undermine the explanation.

Why am I Returning to This

This paper marks a shift in my thinking about network analysis. Rather than treating networks primarily as another quantitative method to apply to particular cases, I am increasingly interested in whether relational structure can provide substantive theoretical explanations of international politics.

The framework developed here therefore connects directly to my broader work on network analysis, geo-economics, international order, and the methodological relationship between structure and strategic decision-making. Future work can test and refine these propositions through empirical cases and connect the framework more explicitly to simulation and other computational approaches.
